The Senior Director has responsibility for the provision of health information management services Alliance wide twenty-four hours a day, seven days a week. S/he oversees a robust electronic environment that is Epic Systems centric and an EDCO scanning operation. The Senior Director of HIM ensures that medical records are complete, timely, stored and retrieved in an appropriate manner. S/he ensures patient confidentiality is preserved through appropriate release, regardless of the source. S/he leads the Health Information Management Committee to ensure health information management activities within all CHA facilities and auxiliaries comply with JCAHO, CMS, DPH and any other relevant standards.

 

The incumbent monitors medical staff rules, regulations and external agencies for compliance and reports results to appropriate committees and individuals. S/he works with medical staff on implementing medical staff issues related to medical records. S/he works with other hospital departments, auxiliaries, and within CHA's organizational structure to achieve standardization. The director ensures that staff functions are completed on a timely basis with acceptable quality.

 

The Chief Privacy Officer oversees all ongoing activities related to the development, implementation, maintenance of, and adherence to the organization’s policies and procedures covering the privacy of and access to patient health information in compliance with federal and state laws and the healthcare organization’s information privacy practices. The privacy officer oversees activities in all organizational components, including the Physician Organization.

 

Meaningful use requirements and HIPAA rules necessitate the incumbent have demonstrated expertise in managing electronic systems that provide transition of care information to care providers within and externally as authorized. The incumbent ensures that the patient access requirements to their electronic information are met. The incumbent is a major contributor to the Privacy Committee and ensures that the HIPAA privacy rule is enforced and that privacy violations and/or breaches are reported, tracked and investigated within the required time frames and that annual reporting to OCR and DPH is completed as required.

 

The incumbent works with the Chief Compliance Officer to ensure that all staff are trained and kept up to date with policies. S/he ensures that the annual staff training contains sufficient questions and answers to facilitate knowledge sharing about privacy. Additionally, s/he participates with the CISO in the annual security risk assessment.

 

S/he works closely with the Chief Compliance Officer, Chief Information Security Officer, Senior Director of Risk Management & Patient Safety, Director Employee Relations / Associate General Counsel, Chief Medical Information Officer, Senior Director of Information Systems, and Deputy General Counsel.

 

The Senior Director of HIM manages a centralized staff via key managers. A director manages day-to-day operations at a central facility. The director of coding, key analytic staff that support HIM systems activities/analysis and implementation, coding support, and privacy office support staff also report to the incumbent.

 

QUALIFICATIONS/REQUIREMENTS:

 

Education/Training: Degree in Health Information Management, Medical Record Administration or related healthcare field required. Master’s Degree preferred.

 

Licensure/Certifications: Active, compliant registration through the American Health Information Management Association as a RHIA is required.

 

Work Experience: 5-10 years of management experience in a HIM department as the

Director or Associate Director.
